Only Site Owners and Group Owners receive emails, but when you are the Administrator for your company, you are notified on what action to take based on what the Owner responds.
- In the Insights section of the Shategate app, access Unused Sites, or Unused Office 365 Groups, depending on your case.
- Notice the last row, titled Reported Unused by.
- This row will give you access to the information you need to take action:

An email was sent to the Owners, but they never replied.
You can contact the Owners directly, or take action without consulting the Owners (depending on your policies).

This can possibly be due to a misconfiguration of your mailboxes.
You either try to correct the issue, contact the Owners directly, or take action without consulting the Owners (depending on your policies).
